Public Consultation and Public Hearing 9/2017 – Summary and decisions concerning the contributions received

Public Consultation and Public Hearing 9/2017 - Public Hearing of the Draft Tender Protocol and the Draft Agreement of the 14th Bidding Round

 

Held on 06/27/2017, the Public Hearing 9/2017 focused to obtain support and additional information regarding the draft of the tender protocol and the draft of concession contract of the14th Bidding Round for exploration and production of oil and natural gas.

 

The event took place in the auditorium of the Centro Cultural da Fundação Getúlio Vargas , in the city of Rio de Janeiro. The head table was chaired by the Director of ANP Waldyr Barroso and attended by the Superintendent of Licesing Rounds Promotion and Secretary of the Hearing, Marcelo Castilho, besides the Attorney of the ANP , Artur Watt.

 

The Director of the ANP made the opening of the event, making a brief introduction about the object to be offered in the 14th Bidding Round, noting that the blocks are located in new frontier basins, of high potential and mature basins, generating an opportunity for the participation of small and medium-sized enterprises. It was also explained the role of the ANP in the preparation stages of the bidding and the formal procedures and benefits of conducting the consultation and the public hearing for publication of the bidding instruments.

 

The audience secretary made a presentation that covered the main aspects of the 287 blocks offered in this 14th Bidding Round, the schedule of activities, and detailed each phase of the bidding until the signing of the contracts, aiming to provide transparency and publicity to all stages of this process. Subsequently, the main improvements made to the pre-announcement and draft contract were presented, ending with a balance of the contributions received during the public consultation period. Then the space was opened to participants registered as exhibitors. Presentations were made by the representatives of the institutions: IBPEMGSPetrorioSeaSeepABIMAQ and COESUS.

 

After the break, the principal, the public hearing secretary, and the attorney answered 9 questions from participants submitted during the session.

ANP received 22 contributions to the Draft of the Tender Protocol and to the Draft of the Contract of the 14th Bidding Round.

On June 18th, 2017, it was published the Notice of Public Consultation and Public Hearing 09/2017 in regard to the 14th Bidding Round for exploration and production of oil and natural gas.

 

The consultation and the hearing have the following objectives: 

1. To obtain subsidies and additional information regarding the draft of the tender protocol and the draft of concession agreement of the 14th Bidding Round;

2. To furnish to economic agents and other interested parties the possibility of forwarding comments and suggestions;

3. To Identify as most extensive as possible, all material aspects to the subject matter of the public hearing;

4. To give publicity, transparency and legitimacy to the ANP actions.

 

The draft of the tender protocol and the draft of concession agreement of the 14th Bidding Round are available in electronic sites http://rodadas.anp.gov.br and http://www.anp.gov.br and in the ANP Licensing Rounds Promotion Superintendence, located at Av. Rio Branco, 65, 18º andar, Centro, Rio de Janeiro / RJ.

Public Consultation

The term of public consultation is thirdy (30) calendar days and shall end at 17 pm on June 19th, 2017.

Comments/suggestions to the draft tender protocol and the draft of concession agreement shall be submitted rendering the standard form, in Word format to the e-mail This email address is being protected from spambots. You need JavaScript enabled to view it.. The form is mandatory. It shall not be accepted comments / suggestions out of the available standard.

Public Hearing

The public hearing shall be held on June 27, 2017 at auditorium of Centro Cultural da Fundação Getúlio Vargas - Praia de Botafogo, 190 - Botafogo, Rio de Janeiro-RJ. Accreditation begins at 08 a.m.

Registration of Stakeholders to the Public Hearing 

It is available to fill the pre-register form of the stakeholders interested in participating in the Public Hearing 09/2017. In this form, the applicant must inform name, number of I.D (identity, CNH, passport, or other official photo ID), company, telephone, e-mail and indicate the desired form of participation during the hearing, if participant or exhibitor.

ATTENTION! Pre-registration does not guarantee participation in the Public Hearing.

 Pre-registration is focused on optimizing the accreditation, but does not guarantee priority presence. Accreditation shall be held at the venue on June 27th, 2017. All stakeholders, the ones previously signed or not, should be accredited, and the capacity of the auditorium be filled in order of arrival.

 

The pre-register form of those interested in participating in the Public Hearing 09/2017 shall be shut down at 17 pm on June 23th, 2017.

Registered as exhibitors rendering presentation with computer resources shall forward a copy of the presentation to the ANP via email This email address is being protected from spambots. You need JavaScript enabled to view it. until 17 pm on June 23th, 2017.
 
Each exhibition shall be limited to the time given by the president of audience and obey the order of registration. The number of exhibitors shall be set according to applications made and the total estimated time.
 
Initially, the manifestation of individuals and one (1) representative from each entity shall be allowed. In the case of any additional comments from participants registered or not as exhibitors, the president of the hearing shall scrutinize the hearing of all concerned stakeholders, subject to the timeframe set for each one. The board members may intervene the deponent on matters directly related to given subject, triggering an enlightening debate.
 
All events shall be recorded electronically in order to preserve the integrity of its content and its maximum utilization such as subsidies to the improvement of the ordinance act to be issued.
