Public Consultation and Public Hearing nº 03/2018 - Summary and deliberations on the contributions received


The ANP assessed the relevance of each contribution received during the public consultation period and at the Public Hearing nº 03/2018. The spreadsheets that consolidate the contributions received, the deliberations of the ANP and their respective justifications are available for download.

Also available for download is the Summary of the Public Hearing No. 03/2018 held on February 22, 2018, at the Marriott Hotel in the city of Rio de Janeiro. This document details what happened at the event and brings the questions forwarded to the board with their respective answers.

 


Held on 02/22/2018, the Public Hearing No. 03/2018 had as main objective to obtain subsidies and additional information on the pre-edital and the drafts of agreement of production sharing referring to the 4th Production Sharing Bidding Round.

The event took place at the Marriott Hotel, Wayana Room, in the city of Rio de Janeiro. The Board of Directors was chaired by the director Dirceu Cardoso Amorelli Jr. and was secretary by the Superintendent for the Promotion of Bids, Marcelo Castilho, in addition to being composed by the ANP prosecutor, Isabela de Araujo Ramos, representing the Federal Attorney's Office, and the Project Manager Adriano Gomes de Sousa, representing the MME.

The Director of the ANP made the opening of the event, making a brief introduction about the object to be offered in the 4th Production Sharing Bidding Round, highlighting the areas offered: Itaimbezinho, Três Marias, Dois Irmãos, Saturno and Uirapuru in the Campos basins and Santos. It was also explained the role of the ANP in the preparation stages of the bidding and the formal procedures and benefits of conducting the consultation and the public hearing for publication of the bidding documents.

The technical coordinator of the SPL, Kátia Almeida, presented the main aspects of the blocks offered in the 4th Production Sharing Bidding Round, the schedule of activities and detailed each phase of the bid until the signing of the contracts, aiming at give transparency and publicity to all stages of the process. Kátia Almeida also presented the main improvements made in the pre-bid.

SPL Deputy Superintendent Heloisa Borges then presented the main improvements in the drafts of the sharing agreement, finalizing with a balance of the contributions received during the public consultation period.

After the presentations, the space was open to participants registered as exhibitors. Presentations were made by the representatives of the institutions: ABIMAQ, Enseada Indústria Naval, Sinaval, Estaleiro Atlântico Sul, IBP and Mota Itabaiana Advogados.

After a break, the secretary of the public hearing answered a question he had asked during the session.

Public Hearing

The public hearing shall be held on February 22, 2018 at Marriot Hotel Rio de Janeiro -Avenida Atlântica,2600 -Copacabana, Rio de Janeiro-RJ. Accreditation begins at 08am and the activities at 09am, as the schedule below:

On January, 25th , 2018, Notice of Public Consultation and Public Hearing No.03/2018 regarding the 4th Bidding Round of Production Sharing was published.

The objectives of the consultation and hearing are:
1. To obtain support and additional information on the draft tender protocol and the draft production sharing agreement regarding the 4th Bidding Round of Production Sharing;
2. To provide to the economic agents and other interested parties the possibility of submitting comments and suggestions;
3. To identify, in the most extensive way as possible, all the relevant aspects to the matter object of the public hearing;
4. To disclose and provide transparency and legitimacy to ANP’s actions. 

The draft tender protocol and the draft production sharing agreement of the 4th Bidding Round of Production Sharing are available on the website http://www.anp.gov.br and at the premises of ANP’s Superintendency of Licensing Rounds Promotion, located at Av. Rio Branco, nº 65, 18º andar, Centro, Rio de Janeiro/RJ.

 

 

Public Hearing

The public hearing shall be held on February 22, 2018 , local to be designed.

The schedule of the event will be announced. 

 

Registration of the parties interested in participating in the Public Hearing

The form for pre-registration of the parties interested in participating in Public Hearing No. 03/2018 is available for completion. In this form, the interested party shall inform the name, number of identification card (identity card, Brazilian Driver’s License (CNH), passport, or another photo ID), company, telephone, and email and indicate the intended way of participation during the hearing, whether as a participant or exhibitor. 

 

ATTENTION! Pre-registration does not ensure participation in the Public Hearing

Pre-registration aims at optimizing accreditation, however it does not ensure priority of attendance. Accreditation will be made in the event venue on February 22, 2018. All interested parties, both those previously registered and those not registered, shall obtain accreditation, and the capacity of the auditorium shall be filled in order of arrival. 

The form for pre-registration of the parties interested in participating in Public Hearing No.03/2018 will be removed from the website at 6:00 p.m. on February 20, 2018.

Interested parties registered as exhibitors:

The interested parties registered as exhibitors intending to use computer resources shall send to ANP a copy of the presentation to the email This email address is being protected from spambots. You need JavaScript enabled to view it. by 6:00 p.m. on February, 20, 2018. 

Each exhibition shall be limited to the time determined by the chairman of the hearing and shall respect the order of registration. The number of exhibitors shall be defined according to the registrations made and the total estimated time. 

Initially, individuals and one (1) representative of each entity shall be allowed to make comments. In case of additional comments by participants registered or not as exhibitors, the chairman of the hearing shall proceed to enable all interested parties to make comments, within the time defined thereby. The board members may question the exhibitor about matters directly related to the exhibition held, and an enlightening debate shall be allowed. 

All comments shall be electronically recorded as to preserve the integrity of their content and their maximum utilization as allowances for enhancement of the regulatory act to be issued.
