Environmental Guidelines

In compliance with CNPE Resolution 17/17, the areas offered in the bidding rounds promoted by the ANP are previously analyzed for environmental feasibility by the state environmental agencies and by the Interinstitutional Working Group on Oil and Gas Exploration and Production Activities (GTPEG).

The objective of this joint effort is to exclude areas due to environmental restrictions due to overlap with locations where oil and natural gas exploration and production (E & P) activities are not possible or recommendable.

As a result of this analysis, the environmental agencies elaborate reports containing environmental guidelines and recommendations for environmental licensing, which allow the future concessionaire to include the environmental variable in its technical and economic feasibility studies of oil and natural gas E & P projects.

All reports are in Portuguese.

Offshore basins

Environmental licensing of maritime activities and in an E & P transition zone is carried out by the Brazilian Institute for the Environment and Renewable Natural Resources (Ibama), through CGMAC (General Coordination of Environmental Licensing of Marine and Coastal Enterprises).

The following basins were analyzed by the GTPEG in the scope of the Open Acreage of Areas:

  • Campos Basin
  • Ceará Basin
  • Pará-Maranhão Basin
  • Potiguar Basin
  • Santos Basin
  • Sergipe-Alagoas Basin

 

Onshore basins

State Environmental Entities (OEMAs) are responsible for the environmental licensing of land activities restricted to the boundaries of a single state.

Some OEMAs developed a specific opinion for the Open Acreage of areas while others validated the analysis performed on previous rounds.

The GTPEG also presents recommendations for the accomplishment of activities located in the onshore basins.

Note: The GTPEG reported that some blocks overlap the areas proposed for the creation of federal Conservation Units ESEC Jerumenha and MONA Escarpas da Gurgueia, but that this aspect could be addressed in the ambit of environmental licensing.

In order to facilitate the visualization of the information, there is a Synthesis table with the considerations of the environmental agencies for the blocks offered (Portuguese only):

As established in the Tender Protocol, the exploratory blocks and areas with marginal accumulations contained in the Draft Tender Protocol published on 04/27/2018 and presented in the MME-MMA Joint Manifestation, on 12/31/2018, may be included in the Open Acreage process after the Public Hearing has been held (except for the blocks located in the SSEAL-T4, SSEAL-T5 and SSF-S sectors, which are still awaiting the approval of state environmental agencies). The 158 exploratory blocks on offer, published in the current Tender Protocol, on 09/10/2018, and presented at the MME-MMA Joint Manifestation, on 07/17/2018, are apt to receive interest declaration.
For blocks that do not yet have any environmental advice, the ANP will wait for the position to take appropriate action.
